A Practice Guide for developing a Foundational Capabilities Pathway

The Foundational Capabilities Pathway aims to design, test, implement and refine workforce development approaches that are fit-for-purpose for employers and jobseekers in a specific community or region. It uses a systems lens to identify the parts of systems that limit the effectiveness of workforce development approaches and joins up key stakeholders to design solutions.

Outputs of the model include an industry-specific pathway, including training, employment and support mechanisms that will enable access to, participation in and completion of the pathway.

AgFutures: Place-Based Workforce Innovation

Running from August 2022 to March 2025, the AgFutures project was developed in response to severe and long-term agricultural workforce shortages in the Barwon South West region of Victoria that had been exacerbated by the COVID-19 pandemic.

The trial brought together a team of six partners to design and test a new approach to collaborative workforce development that could more effectively meet the needs of young people experiencing disadvantage and unemployment, and agricultural employers.

Unlocking the potential of Australian apprenticeships

Despite being the most common form of employment-based training, Australian apprenticeships are not living up to their promise.

In this paper, the authors explore the weaknesses of the current system and propose a new approach, based on international evidence, that can make a difference to opportunities for young Australians.

National Skills Trial

In 2021, the National Youth Employment Body supported communities to design and implement a skills pathway for young people to enter the aged care and disability workforce, drawing on new and existing federal and state government investments to implement streamlined and coherent pathway for young people into work.

The Entry into Care Roles Skill Set was developed in consultation with industry to rapidly upskill a ‘surge’ workforce to meet the needs of the aged care and disability support sector during and beyond the COVID-19 pandemic.

Young people and vocational education and
training (VET)

This 2020 paper explores the economic and social fallout of the COVID-19 pandemic for young people aged 15-25 and identifies key solutions to support youth employment in the near and long term, as the economy recovers.

Key solutions include investment in collaborative, coordinated and sustained efforts, job creation and expanded opportunities to combine work and learning.
